esr38 Windows nightly - Corrupted file system ("rm: WARNING: Circular directory structure.") reported on and off

Details
The failure seems to appear on and off on different machines with Windows XP. In all cases the log reports something like: rm: WARNING: Circular directory structure. This almost certainly means that you have a corrupted file system. NOTIFY YOUR SYSTEM MANAGER. Entirely possible that I will have worked around this, at least for a while, by clobbering the esr38 Windows nightly.

Doesn't mean we've seen the last of circular directory structures on Windows, but ESR38 is dead.
