Details

The failure seems to appear on and off on different machines with Windows XP. In all cases the log reports something like:
 rm: WARNING: Circular directory structure.
 This almost certainly means that you have a corrupted file system.
 NOTIFY YOUR SYSTEM MANAGER.
 The following directory is part of the cycle:
   `build/obj-firefox/dist/test-stage/web-platform/meta/html/editing/focus'

Entirely possible that I will have worked around this, at least for a while, by clobbering the esr38 Windows nightly.
