Don't use Mercurial wire protocol for submitting to MozReview

HTTP and Git pushes to MozReview now use the MozReview web service APIs hosted on the Mercurial server for doing review foo. SSH pushes are still calling Mercurial wire protocol commands. I'd like to remove the Mercurial wire protocol commands and standardize on the HTTP+JSON web APIs. This is part of moving away from SSH-based pushes and standardizing on using HTTP for everything.

I, for one, think we shouldn't require anything on the client side. Push to mozreview with out-of-the-box pristine tools, and have the server figure as most as it can and print the url(s) for the final validation and submission.

MozReview is now obsolete. Please use Phabricator instead. Closing this bug.
