Based on the recently announced future plans for the Marketplace to remove payments, closing these bugs.

Verified on MP-dev FF44 and FF47(Win 7).
1. New submissions should not be able to create paid apps: http://screencast.com/t/S4k5gR7ZDa
2. Existing paid apps should be switchable to free: http://screencast.com/t/F93mlw3ycq
3. Paid apps should still be purchasable: http://screencast.com/t/Un1ricGCVUcr - the price button is still displayed and usable but only in Reviewer Tools - is this ok?

I misunderstood the requirements earlier, public-facing pages should not allow purchase. Having it be installable from reviewer tools is OK.
