Bug 1243303 showed clearly that we don't handle failures to load the remote content from fhr.cdn.mozilla.net well. For minimum product quality we should at least show a decent error page if we can't connect or get non-success return code Generic Firefox or CDN error pages should not show up.
This will need UX work before we can implement anything.
