We're currently running Review Board / MozReview from Python 2.6. reviewboard-hg is running Python 2.7 (yay). Of all the servers I manage frequently, reviewboard is the last holdout still running 2.6. Let's upgrade it to Python 2.7.

Ugh. As part of implementing this I realized that the httpd config in production isn't part on Ansible. We'll need to import it so we can have WSGI use 2.7.
