1244027 - Inspector tabs (rules, computed, etc...) too big when initialized with clean profile

Issue started with Firefox 47 Nightly on the 27/01/2016

STRs :
- open Firefox with a new profile
- open devtools
- switch to inspector view

Actual : 
- inspector panels are resized horizontally, right panel becomes huge, markup view is almost invisible (see attached screenshot)

Expected : 
- should be resized correctly

Explanation: 
Issue also seems to depend on the page where the inspector is initialized for the first time. It will actually attempt to resize the right panel so that every selector/rule/value in the rule view can be displayed on a single single.

When opening the devtools on nightly homepage, one of the selectors applied to the element selected by default is : 

> html, body, div, span, object, iframe, h1, h2, h3, h4, h5, h6, p, blockquote, pre, a,
> abbr, address, cite, code, del, dfn, em, img, ins, kbd, q, samp, small, strong, sub,
> sup, var, b, i, hr, dl, dt, dd, ol, ul, li, fieldset, form, label, legend, table,
> caption, tbody, tfoot, thead, tr, th, td, article, aside, canvas, details, figure,
> figcaption, hgroup, menu, footer, header, main, nav, section, summary, time, mark,
> audio, video

The rule view will resize itself to try to fit all of this in a single line. Which makes the ruleview panel huge.

The issue is not as bad with many other pages.
