[Reproduce Steps]
1. Launch Apps -> Send to TV
2. Press Next
3. Switch focus between "Learn how to..." and "Done"

[Expected Result]
The focused button should always on top layer than another one

[Actual Result]
"Learn how to..." button will behind "Done" button for a while

This patch adds z-index to make sure focused button is top-most during scaling transition.
