Based on the new UX: https://drive.google.com/open?id=0BwbmH5cX2W6ObVRqTkNiWTZialE privacy policy screen is required when TV is setup for the first time. 

Actual result:
No privacy policy during first time setup.

Expected result:
privacy policy shown on screen

It is still under discussion with the TV partner taht when and how the privacy policy should appear.

Per comment 2, the implementation will be done in bug 1232584, and integrate by partner on partner side. I'm not sure how to unblock QA to test this since we might not land code in Mozilla codebase (or land it without entry point), but please track bug 1232584.
