The new tab will replace the first one tab after click "add new tab" button when there are 12 tabs.

[Test Steps]
1. Add tab to the maximum(12 tabs).
2. Click "add new tab" button.
3. The new tab will replace the first one tab.

[Expected Result]
3. User cannot add new tab until a atb is removed.

[Actual Result]
3. The new tab will replace the first one tab.
