Steps to reproduce:

1. Open a page which makes a scroll bar appear (e.g. https://bugzilla.mozilla.org/buglist.cgi?quicksearch=scroll).
2. Grasp the thumb of the scroll bar, then move it up and down (not mouse wheel).


Actual results:

The thumb becomes jumpy, so do the display.


Expected results:

The thumb and the display scroll smoothly.
My platform: Nightly (2016-01-31) on x86_32 Windows 7

This issue is related to Nightly only. So I wonder whether this issue is a regression... :-(
