1244753 - MozReview docs doesn't obviously say how to set up the BMO API key

I had a new contributor want to submit a patch so I pointed him to the docs at readthedocs.org [1] on setting up his system. When he tried to push to MozReview it failed for lack of permissions. Looking over the docs, I can't find the section where it describes how to set up the BMO API key in the ~/.hgrc file. The section at [2] mentions the BMO API key, and "Instructions for creating BMO API Keys are described later" but I couldn't find them anywhere. It doesn't help that entering "BMO API" in the search field in the left pane returns no results, not even the ones I know it should find.

Oh, it looks like the page at http://mozilla-version-control-tools.readthedocs.org/en/latest/mozreview/install-mercurial.html#mozreview-install-mercurial does describe this. It's just that the search is broken.
