STR:
* Start Firefox on a Windows machine with multiple monitors.
* Move the Firefox window so it is close to the right-hand-side of the left-most monitor.
* Click the hamburger button.

Expected:
* Panel displays on the same screen as Firefox itself.
Actual:
* Panel displays on the right-most screen.

Mozregression tells me the regression range is https://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=98756a36223c1a2b51cd0368736b728429038caf&tochange=a9f9b36c1a2eec7626e6b749e46ab0a8bf3323e2, which looks alot like bug 890156
I just saw bug 1240533 which is for OSX, whereas I reproduced on Windows 7. I wont resolve this as a dupe yet given the different OSs
