1244989 - Add the "add exclusion" button to the top of the job exclusions list.

We have enough exclusions now that scrolling all the way down to hit the "Add exclusion" button takes quite a while. It'd be nice if there was a button at the top of the list to do the same thing without the scrolling.

Alternatively, maybe just move the button somewhere on the job exclusions pane that's always visible, rather than duplicating the button? :)

This moves the buttons for "add profile" and "add exclusion" to the top of the sheriff panel. They've been made to only show when their relevant view is the active view, so only one will show at a time.
