Hi Steven, this code path recently got test coverage by bug 1311576 (specifically https://hg.mozilla.org/mozilla-central/rev/b227cc95b6d9#l5.133), so it looks like we can close this one. We have some other good-first-bugs though that you might be interested in. I'd recommend looking into bug 1295276 or bug 1272130, or you can take a look at goo.gl/l2bZFI to see some of the other WebExtension bugs.
