Spun out from bug 1239828 - ideally we should merge locales and drop the fallback to a separately packaged en-US.

This is mainly code simplification, I doubt it'd have a significant effect on packaging/perf (the perf is a one-time hit per startup and should be small).

Before we do this, I think it would be worth checking what system Go Faster is likely to end up with, and if that matches our requirements.
