Android 4.3 Debug reftest-23 infrequently times out, as reported for at least several weeks in bug 1160010. R23 normally runs longer than other reftest chunks on 4.3 Debug.
I identified 6 tests in R23 that typically ran for longer than 3 minutes. After skipping these (on Android Debug only), R23 remains a long-running chunk, but this time saving reduces R23's run time out of the "danger zone" for timeouts.
