[Steps to reproduce]:
1. Start FF with a new profile
2. Open about:preferences#privacy and set TP="always"
3. Open cnn.com
4. While the tour is displayed, duplicate the tab (on Win - drag&drop the tab to the right while holding CTRL)
5. Switch to the new tab, then switch back
[Expected result]:
The tour should remain displayed, just like in case of switching to another page
[Actual result]:
The tour is gone

I was able to trace the display of the Tracking Protection tour information panel back to Nightly 63.0a1 (2018-09-01).
Closing this as WORKSFORME based on this article: Content blocking was redesigned in Firefox version 70 and is now Enhanced Tracking Protection.
