mach currently refuses to run most commands unless you have run ./mach mercurial-setup, which messes with your mercurial environment. That behavior can be suppressed with a hidden environment variable.

This patch:
- Adds a new more sensibly named environment variable
- Adds instructions for how to set that variable in the first-run message.
