userdata logs are currently mailed to the puppet group list. they would be more useful for aggregation, reporting and alerting if they were in papertrail.

nxlog configuration filters for userdata event logs
I thought that NXLOG wasn't up at this point in the install process, so we couldn't send logs there yet?

it didn't used to be, but it's in the base ami (since October) and running, so it makes sense to use it.
