The dropdown on the operator's page will be shown blank when open in the task manager.

Repro Steps:
1) Update a Aries to 20160210150835
2) Open Settings -> Cellular and Data -> Operator page 
3) Tap the Home button
4) Tap and hold the Home button to open the task manager

Actual:
The dropdonw is shown blank

Expected:The dropdown shouldn’t be shown blank
