Steps how to reproduce with unofficial (from <http://seamonkey.callek.net/contrib/>)  en-US SeaMonkey 2.44a1  Mozilla/5.0 (Windows NT 6.1; x64; rv:47.0)  Gecko/20100101 Firefox/47.0 Build 20160208090255  (Default Classic Theme)  on German WIN7 64bit:

1. From <https://l10n.mozilla-community.org/~akalla/unofficial/seamonkey/nightly/latest-comm-release-windows64/> or similar repository 
   download English Language pack (like seamonkey-2.41.en-US.langpack.xpi)
   and German Language Pack (seamonkey-2.41.de.langpack.xpi) 
2. Unzip both ot different folders
3. open 
   .../chrome/en-US/locale/en-US/communicator/help/composer_help.xhtml 
   .../chrome/de/locale/de/communicator/help/composer_help.xhtml
4. compare tables of contents in
   "Creating Web Pages with SeaMonkey Composer"
   "Webseiten erstellen mit SeaMonkey Composer"
    In German Help chapter "Einfügen mathematischer Formeln" 
    (= "Adding Mathematical Formulas to Your Web Page") is missing 
    between "Einfügen von Bildern in die Webseite" (Adding Pictures 
    (Images) to Your Web Page) and "Setzen von Seiteneinstellungen" 
    (Setting Page Properties)
    
We will need
a) Translation form English to German
b) xhtml to be inserted

But before that someone should test whether simply sync with en-US Help files used in localizations without localized Help is broken, see Bug 1247523 comment #2. I added some first localization owners to CC.

That's also my opinion, but unfortunately that proceeding seems controversial (see Bug 1277363 comment-#1 l10n mailing list and others - or I did not understand correctly something).

I think creating separate localization bugs for each affected language is a bunch ow work for QA, but would grant a reliable bug fixing process if really (I doubt) correct addressee will get notice. Due to Wiki Ricardo Palomares is es-ES SeaMonkey owner, not Francesco Lodolo?

Yes, there will be a lot of work. Before you do anything, I think you should ask on the l10n mailing list if localizers want you to file bugs for missing help content. You also want to know which localizers who are actively maintaining help content in their locale.

(And yes, Ricardo is the owner afaik)

To avoid confusion I split away the German translation issue from this one to "Bug 1286577 - SeaMonkey Help: Chapter "Einfügen mathematischer Formeln" missing in German Composer Help", I will answer there.

Reset Assignee, didn't realize this bug was in Other. Doesn't seem like a great idea, most localizers won't see it.

At least for Italian, the localisation of the builtin help pages is years behind and I don't have enough time to tackle it at the moment (I might never have it). I had one person volunteering to translate them but then he disappeared. Don't missing bits of the pages get merged inside in English anyway? Might think about reverting everything to English otherwise.

Regarding PL: this is just 1 of more than 100 things that need to be updated/fixed in the Polish Help localization... To be honest: priority of the Help L10n is really, really low for me.
