In the message header toolbar (or also in the message header pane if you use the Compact Header add-on) you can add a button File to easily move messages to a folder. This button (button-file) doesn't have a tooltip, although the tooltip (fileButton.tooltip) is defined in messenger.dtd. For SeaMonkey this tooltip is being used, only not for Thnderbird. Please (re?)add this button, because all of the other buttons I see also have tooltip texts.
