Steps to reproduce:
Tried checking POP mail accounts throughout day. Would not download any messages after updating to Thunderbird 38.6.0 for 12+ hours. Error console produced results, Screenshot >> http://prntscr.com/a47ye9 After deleting both chrome.manifest references, restarting Win8 PC 2x, emails finally started flowing in.
Expected results:
Emails should have downloaded
May be tied in with a simultaneous Java update on my system today which also referenced Chrome no longer supports NPAPI (technology required for Java applets) https://java.com/en/download/faq/chrome.xml

both are unrelated
The reboot probably affected your firewall or antivirus in such a way that the mail started flowing again, and this is something that often happens when users update Thunderbird. So I doubt Thunderbird is at fault here. But thanks very much for reporting the issue.
