router tables are refreshed 1/month.  We need to be able to simulate this to make sure that when a table rolled over, that the server is working properly.

the rollover externally using a command.

TEST SCENARIO
Tables on newly-deployed stage instance would be empty.
If we use table-size to verify rollover, we'd probably want 

Not sure how best to test this, but perhaps something like this:
1. check table size before 
2. run quick loadtest to increase router table size
3. re-check table size (ensure it's larger)
4. flip clock
5. verify table has been deleted (size should be smaller)
6. then we try sending a message?
7. make sure delivered
