I think Dimi might know about this one.  I think has a patch that touches this assert.

I am not sure, bug 1237992 modified the skip-waiting-installed.https.html but it is not yet landed.
The error for both cases is timeout , not fail on an assert, maybe a sw event is missed.

Run on local windows7 with 200+ runs, cannot reproduce this issue.
Also Checked try server, no other have encounter this error, the reproduce rate seems very low.
I am running try now to see if it could be reproduced.

No problem.  I just recalled you had looked at this recently.  We can leave this bug open if it's very low frequency.  Thanks for looking!
