Steps to reproduce:
setup testopia from 3.0 master branch, integrated with bugzilla 5.0.2 on Ubuntu.
Actual results:
1. Testopia works Only when set "Testopia-Debug" to "Developer" mode, Neither "Yes" nor "No" works.
2. In "Developer" mode, we can create test plan, test case , but in test case page, we cannot clone a test case. the clone page did come out, no response when click "submit"
3. Search return error of "502 Bad Gateway"
