Details

The Nexus 9s appear to only be able to run a limited number of builds before they discharge from 90% to below 50%. The limit before reaching below 50% appears to be about 18 builds. It is clear that we can not test mozilla-inbound on the Nexus 9s until this is resolved. In the mean time, I will remove mozilla-inbound and split the remaining branches between the two devices we have available.

In addition, it appears we have more than enough capacity on the Nexus 6P devices to increase our talos coverage. We can increase it to cover  mozilla-central mozilla-aurora mozilla-beta in addition to mozilla-inbound fx-team and still only commit 50% of their capacity.
