Part of the transition for Marketplace is to remove support for Android. This means that installs will no longer be permitted on Android, which means we no longer need the APK Factory.

Note the milestone -- we don't want to do this before then.

APK Controller DNS entries have been removed. I will decommission the actual service once I've created a final backup.
Jason, could you please needinfo me to the bug when it's finally decommed?

Decommission done on -dev, stage and prod. Final backup created and in a s3 bucket.
