Edit the Content Ratings of an App,and submit the same IARC Certificate ID to the App. After clicked "Confirm" button for the Content Ratings, an error log shows "This Certificate ID is not recognized by IARC, or is already attached to another app in the Firefox Marketplace." But the Certificate ID is used by the same App.

### Steps ###
1) Submit a new test app and finish the Content Ratings.
2) After you got the Certificate from the new version IARC, you will get a Certificate ID like "647e439e-1369-4d7d-aa2e-da30b8a9a79d". 
3) Copy the ID and back to Content Ratings page.
4) There is an "Edit" button on the Content Ratings page, which is beside "Summary". Click the "Edit" button, and enter to Edit page.
5) In the Edit page, paste the Certificate ID in the text field in "Already Have an IARC Certificate?" session. Then click "Submit" button.
6) The page to jump to the Content Ratings page, you can see the ratings summary of the certificate ID, click "Confirm" button
7) There's an error log shows "This Certificate ID is not recognized by IARC, or is already attached to another app in the Firefox Marketplace."

### Actual result ###
Error shows when submitting the same IARC Certificate ID on the same App, there's an error log shows "This Certificate ID is not recognized by IARC, or is already attached to another app in the Firefox Marketplace."

### Expected result###
The Certificate will overwrite the one which is already attached to the app
I also tried to re-create a new Certificate, i.e., the App is using a different Certificate ID, and then use the original Certificate to overwrite the new one. The result is also failed. I'm not sure if this is also the same root cause. If not, I can open a new bug for tracking it.

In both of these cases, I think you're effectively re-using a certificate ID. The scenario you outline in "Edit" is an edge-case (and user error). We could give a better error message, but the reality is that this is unlikely to occur -- both because of the frequency of use of the ratings coupled with the likelihood of this user action.
