This would be a service for sheriffs to let them know if we're experiencing long wait times for some reason in TaskCluster.

Need to think about how this measurement differs from the pending counts currently reported by the aws-provisioner during each iteration.

Last time I looked at taskcluster-stats-collector it was computing task pending duration once the task has completed. I think a measurement like this could be valuable at a current moment in time rather than after the task has completed.

We have since moved to signalfx and have an SLO dashboard for gecko pending wait times.
