We'd like to disable the on-screen keyboard support for Windows 8 (and 8.1). It will continue working on Windows 10 by default

[Why is this notable]: We relnoted the feature for 43
[Suggested wording]: On-screen keyboard support was temporarily turned off for Windows 8 and Windows 8.1.

In 46 there is a user-visible pref, and hopefully we can uplift bug 1239744, at which point the feature should be more usable on win8/win8.1.

[Risks and why]: very low, this is status quo compared to the 44 release where we also turned this off (which reduced the complaints about this on windows 8 to 0 on support.m.o, where that number had been significantly higher on 43, see the cloned bug)

I confirm that the ui.osk.require_win10 is set to true and the on-screen keyboard is no longer displayed in Firefox 45 Beta 10 (20160225145837) under Windows 8.1 64-bit using a Dell Xps 12.

Added to the 45 release notes with Gijs's wording
