Aurora builds beginning with 2/19/2016 do not show CSS rules for a site I maintain (www.law.indiana.edu). I'd seen this same behavior -- no CSS rules, only the "filter" box -- emerge in Nightly quite some time ago. So I imagine the code in Nightly that causes this trouble merged into Aurora right around Feb. 18th. I've noted these facts both on OS X and Windows so think all platforms are hurt.

I don't think there are any other tools troubles at my site, and haven't seen CSS rules breaking on any other site.

It looks like this is indeed related to a source map that 404s, so it is related to bug 1249888.
