"Responsive Design Mode" button triggers focused tab, not the tab the developer tool window is related to.

Steps to reproduce:
I opened two tabs, for both tabs I opened and detached the developer tools into a seperate window. I switched to tab A and toggled the Responsive Design Mode via the button in the developer tools for tab B.
Actual results:
Tab A gets toggled into Responsive Design Mode instead of tab B. The button color in the developer tools for tab A is toggled, though.
Expected results:
Tab B should have been toggled into Responsive Design Mode.

It does appear that the toolbox button toggles RDM for the selected tab, instead of the tab associated with the toolbox. We'll have to see if there's an easy way to find that from the button.
As a workaround, you could instead use the menu item under Tools -> Web Developer or the keyboard shortcut (Ctrl-Shift-M) to toggle RDM on the tab.

Seems like this has been resolved with Quantum/FF57
