It's regression from Bug #1219794, not a duplicate of bug #1187647 for sure.

1) This bug is not a regression, because it happened on earlier versions (with the same STR)
   Bug 1219794 slightly changed the way you open "New Bookmark" panel, that's all.
   This bug is just a small part of bug 1187647. Please read that bug first.
2) bug 1187647 was filed to solve the issue in general case. In this bug you suggest to make some
   work specific to "New Bookmark" panel. If each occurrence of bug 1187647 will be handled
   separately, it will be a very long hacky solution.

Would you like to see it as dependant of 1187647?

Furthermore, what this bugreport is supposed to fix? Should it fix STR_2, for example?
If yes, then this is NOT a regression and is duplicate of 1187647
If no, then: fixing only STR in comment 0 and not STR_2 is just a waste of time (comment 3 (2))
