Turns out I need machines closer to production than a loaner, with puppet and runner still available. I've terminated dev-linux64-ec2-2016 and recreated it as dev-linux64-ec2-nthomas. Didn't have any issues with puppet certs when I did that.
Planning to leave this open, need a slave every now and then.
For my records - I rebuilt this today for bug 1380605.
