1251293 - Phone will not progress past blue Firefox loading screen after OTA or reboot

Description:
If the user restarts the phone or updates to the build via OTA it will not progress past the blue firefox logo animation on start. There does not appear to be any way to get into the actual build aside from full flashing the phone.

Repro Steps:
1) Update a Aries to 20160225110052
2) Restart the phone
3) Observe phone after reboot

Actual:
The phone does not start up after reboot/OTA

Expected:
It is expected that the phone starts correctly after reboot/OTA

This issue DOES NOT occur on Flame 2.6 or a previous Aries 2.6.

If it doesn't happen on Flame, and the gecko is different but not gaia, then it might be that the range is in the gecko; between c1e0d1890cfee9d86c8d566b0490053f21e0afc6 and d848a5628d801a460a7244cbcdea22d328d8b310

The only difference between the second and the first is that the later is a fxteam push into mozilla central :

Let's make sure that flame is busted before we ask someone to take a look at that patch.

Can someone test : https://tools.taskcluster.net/task-inspector/#TggDr4mPRT2TYlTxmignsA/ on flame to make sure it's busted as well?

I checked this issue on the build in that taskcluster link and I was unable to reproduce the issue on Flame 2.6.

I think the reason why it didn't happen on the Flame is because the addons have to be turned on.  Aries dogfood builds have addons turned on while Flame builds do not.  Jayme, Kevin can you have someone investigate this?

Regardless, we shouldn't be pinging devs on a tier 3 project that haven't been on the project.  Pinging Fabrice.  

Fabrice, what do we want to do with this?

[TC] B2G Nexus 5-L Eng <- that's the only build I can see that was made recently.
This does boot for the Nexus 5.

I am not sure with the other builds as they have compile issues that need to be investigated.
Other build testing is blocked by 1252139
