Overview: It is spin off bug 95844. Mac OSX and 10.1: Cannot select 'To' and
'From'buttons with keyboard on the Compose window.

Steps to reproduce: 
1. Use keyboard. From text field for entering address - press Shift/Tab: cursor
moves to the Body of the message, instead of To/CC button.
2. Use mouse and click on 'From' button. So, your focus is here. Now press Tab -
notice that cursor in its previous location and To/CC button does not get
highlighted - no focus.

Actual Results: Focus does not move to 'To' and 'From' buttons.

Expected Results: 'To' and 'From' buttons should be included in the Tab order
and get highlighted whey focus is there. Items from drop-down lists should be
accessible by keyboard.

Additional Information: on Mac 9.1 it works properly.

sorry for the delayed comments, but this is what i see using 2002.03.06 comm
bits on mac 10.1.3:

* modern theme: this WFM. olga, when we spoke y'day about keyboard navigation on
Mac OS X, we saw that your machine was still running 10.0. did you originally
see this on another machine? y'see, the more recent versions of OS X, 10.1.x
allow you to turn on keyboard navigation --with this on, this is WFM.

* classic/aqua theme: on the other hand, this is broken using this theme!

pink or andrew, is there something about about the aqua theme which blocks
tabbing navigation? or, is this a remaining bug in the OS itself? not sure about
the latter, since tabbing in some control panel dialogs works (eg, Keyboard),
but not others (eg, General). so, perhaps something needs to be specifically
implemented to take advantage of OS X...?

again, i'm not sure --i just retested the modern theme with full keyboard
accessibility turned off, and it's still WFM. hrmmmmmm...

mac classic skin doesn't allow anything except text fields to be tabbed to,
conforming to macos guidelines. of course, times are changing.

are still seeing this (taken into account sairuh's comments).

Verified wfm. I like closing bugs, especially after seeing new keyboard options
on Mac 10.1
