1251958 - Private browsing message should tell you to reload tools

Sometimes the tool is unavailable with the following message:

> "Recording a profile is currently unavailable. Please close all private browsing windows and try again."

If the user closes all private browsing windows, this message will still show up. See screenshot. This could be confusing since the user has done everything we've told them to do.

If the user then closes and reopens the toolbox, the message goes away. The message should also tell the user to close and reopen the tool (or if there's another preferable way to avoid this situation, should indicate that).
