This was deliberate. We deprecated the QuickAction type rather than just deleted it so that, on upgrade from 2.0 to 2.1, anyone using a pre-existing View Last Tab quick action to open the app immediately after upgrade would have it handled, rather than having it crash as there is no way to remove that option before the app starts.
