Once Android 2.3 is retired, we should probably remove http://hg.mozilla.org/mozilla-central/annotate/9da51cb4974e/testing/mozharness/scripts/android_emulator_build.py. It was used to capture the build requirements for the Android 2.3 AVD.
Other AVDs - the 4.2 x86 and 4.3 arm AVDs - have been much easier to construct manually, so we haven't used that script, which has proven fragile (requires a lot of changes to apply to other Android versions, etc.)

Android 2.3 builds and tests no longer run on trunk trees - bug 1250999.
No harm done by removing this script:
