I've provided comments in the doc, earlier and more now. I noted in the google doc The user benefit is still not sufficiently-defined for each metric. There are many "maybes" and "we could" but I'm looking for just one thing we've decided to do, and the person who's responsible for that thing. The final data review for each metric needs to happen at the point where it is added; I review the changes to either histograms.json or the in-tree docs. We'll put the user benefit into the bug report so that it is publicly recorded. That is the point where we'll decide when each metric is going to expire.
