Build: 02/12 windows comm.

When forward-inline to a Japanese or Simplified Chinese that has a Ja/SCH vCard,
after received, the vCard is displayed garbled.

Steps to reproduce:
1. From Communicator 4.51 Simplified Chinese, send a gb2312 mail with Chinese
vCard to yourself. (There is a display problem with Ja vCard, bug 119047)
2. After received, forward-inline to this message and send it to yourself. (The
vCard is not quoted in mail body on forward mail compose window)
3. After the forwarded mail is received, observe the vCard display in the mail body.

I currently see that a vCard is not included when forwarding inline, in either 
HTML or plain-text composition.  =>WFM
