These were originally setup in bug 1190309 comment #4, and heira seems to be storing the correct details. Note though that the start of the bucket key is part of the ACL, and the list of permissions is minimzed. Perhaps you're trying to do something outside those limits ?

turns out you were right. I was trying to do something outside of my permissions. see:
"Bug 1254422 - beetmover can't use set_canned_acl on candidate artifacts"
