This seems easy enough to turn into a TEST_HARNESS_FILES, though since we no longer set PROGRAMS_DEST, a copy of TestWebappRT ends up in dist/bin as well.

Alternately we could just set FINAL_TARGET, which ought to do the same thing, right?

Good point, that's much easier. Then we don't have to fiddle with BIN_SUFFIX too.
