1253867 - Autoscroll circle doesn't appear if I try to autoscroll the section with messages after resizing using the message/input pane splitter

STR:
1. Launch new profile, install https://addons.mozilla.org/ru/firefox/addon/chatzilla/
2. Move Chatzilla button to toolbar, click that button to start Chatzilla
3. Post some messages to cause overflow in section with messages
4. Try to autoscroll section with messages: hold/press mouse wheel, then move mouse pointer up/down
5. Switch to multiline input (click in input, then press Ctrl+Up)
6. Try to autoscroll section with messages
7. Resize input a bit: Hover mouse over the resizer, hold left mouse button,
   move mouse ~10px to the up/down, release left mouse button.
8. Try to autoscroll section with messages
 (next steps aren't necessary)
9. Switch to single-line input
10. Try to autoscroll section with messages

AR:  Steps 4,6 show autoscroll circle.  Steps 8,10 don't show autoscroll circle
ER:  There should be autoscroll circle in Steps 8,10.

This only happens once you've resized the input box / messages box, correct? I updated the title for this, because it's probably important when trying to figure out what's broken (which is likely to be somewhere in Core::XUL land, but we'd need to actually investigate that).

Yes, it only happens if I resize the input box. Also, if I open new tabs with messages, they display autoscroll circle normally until I resize the input box again.
