Details

User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:45.0) Gecko/20100101 Firefox/45.0 Build ID: 20160304115459 Steps to reproduce: Started to compose a mail in HTML and changed to plain text. experienced with 38.5.1 Actual results: Nothing, only the text format drop down buttons disappeared as expected. Expected results: The text format should be removed and line breaks ought to be introduced.
It works like this by design. You can't change the format of the composition. All you're doing is changing the *delivery format*. You can chose to deliver your HTML composition as plain text. Vice versa it is not possible to start a plaintext composition and upgrade it to HTML. We know that the UI is unfortunate, removing the HTML toolbar but not downgrading the composition is confusing.

Summary: Change from HTML to plain text mail not reflected → Downgrade HTML composition to plain text (and upgrade plain text to HTML)
That means, the message will be reduced to plain text, when it is sent out (you will see the result in Sent folder), but it is not displayed as plain text immediately when you toggle the format. On the other hand, you can toggle back to HTML so it should not loose your formatting immediatelly (at least not without a big fat question).

Old stuff. Ultimately, bug 140800 / bug 216132. And counting.
