If someone pushes changes to the "mobile" directory only, we don't get desktop builds for those pushes. It may be a bit confusing when we promote those builds. Maybe we should disable per-product CI builds for the release channels.
Another option would be to make sure tools exist to filling in the missing builds easily.

Hm, we have DONTBUILD pushes on beta and release for l10n-bumper, so assuming we want the tip revision is a bad assumption. Do we still want to fix this?
AIUI we don't do per-product builds in TC.
