Details
steps to reproduce:
1. Find a paid app which is in "incomplete" status because payments haven't been set up
2. Notice the links listed for that app in the My Submissions page
observed behavior:
My Submissions page links to "Set up Payments" link which is misleading. Let us change that link "Complete Submission"
