The BUILTIN_ROOTS_MODULE_DEFAULT_NAME constant (and comments referring to it) should be removed since it's dead code, and because the constant name doesn't fully capture the fact that the value is the name of the *English* default root module. Localisers are allowed to override https://hg.mozilla.org/mozilla-central/annotate/de962dcbc06c/security/manager/locales/en-US/chrome/pipnss/pipnss.properties#l14 with something else to use as the default root module name for their locale.
