1254568 - Create menu view controller for displaying the new menu

Description

Create a view controller for displaying the new menu. The view controller should implement the data source and delegate required by the menu view and be responsible for taking an app state that provides all the information about the app and using that to ensure that the menu items displayed are accurate for the current state of the app.

* the menu state should refresh if the app state changes
* the controller should be responsible for handling the touches on each menu item
* the controller should also handle toolbar item display and touches
